Taichung City Food and Drug Safety Department said that according to statistics, the number of reported electronic cigarette cases in Taiwan increased from 39 in 2011 to 4,775 in 2017; Taiwan's "Food and Drug Administration" e-cigarette joint elimination team found that as of the end of 2016, Taiwan's electronic cigarette inspection was 3062, the detection rate of nicotine was 77.4%, and 384 cases of electronic cigarette detection were transferred.
Taichung City Food and Drug Safety Department pointed out that if the heated smoke liquid or bomb used in electronic cigarettes contains nicotine ingredients, it is not authorized to manufacture or import into Taiwan, and it is suspected of violating the rules. Those who violate the rules can be sentenced to imprisonment for up to 10 years and fined 100 million yuan. (New Taiwan dollar, the same below); if it is sold without authorization, sold or intended to be sold, it can be sentenced to imprisonment for up to 7 years and a fine of less than 50 million yuan.
In addition, if it claims that e-cigarette products can quit smoking or reduce the medical effects such as smoking addiction, it is also suspected of violating the rules and can be fined more than 600,000 yuan and 25 million yuan. Even if the electronic cigarette product does not contain nicotine, it is suspected of violating the rules because it looks like a cigarette. For those who manufacture or import Taiwan, they can be fined more than 10,000 yuan and less than 50,000 yuan, and they can be recycled within a time limit.
The Taichung Food and Drug Safety Office has appealed that e-cigarettes, compared with the nicotine-containing smoking cessation drugs officially approved by Taiwan, have not been confirmed in terms of quality and safety, and whether there is sufficient evidence to quit smoking, so the current regulations are not valid. The penalties for selling electronic cigarettes are quite heavy.
